Found it under the rear seat.

Looks aftermarket to me. Can you see the wiring going into it?

That is certainly aftermarket police-specific equipment. Could be used as a crash data recorder for example. Since you no longer have the complete police computer system installed it should just be removed.

That's a Panasonic product. It connects to their Arbitrator mobile video recorder, and its a sensor that will activate the camera when triggered. It's designed to capture crashes without the operator having to actually turn the camera on, as when its triggered it automatically starts the camera (plus it records 30 seconds prior to its activation).
